It's not a bug, the skill reset is time based, not hp based.. I've had it happen before 50% and after 50% when I was doing it.
There's a skill he'll cast around 25% that cannot be silenced and even if you stun it will happen regardless.. don't think it's a bug though.

the skill at the end on like 20% is intended like this, you gotta have enough dmg to kill him before it kills you
